- A business visitor holds the same Short-Term Visit Pass as any visitor; the activity decides what else is needed.
- Meetings with business partners, conferences as a participant and exhibitions as a trade visitor need no MOM notification.
- Other short work needs MOM notification, up to 90 days a year, or a work pass.
A business visitor to Singapore holds the Short-Term Visit Pass, the same pass as any visitor, as at November 2026. The Immigration and Checkpoints Authority (ICA) issues it, typically as an electronic visit pass (e-Pass). The question is the activity.
Take a manager flying in for meetings with business partners and an exhibition as a trade visitor. The manager and the trip are assumptions. Both activities are on MOM’s no-notification list.
This is official information from ICA and the Ministry of Manpower (MOM), as at November 2026, and is not legal advice.
Which pass does a business visitor hold?
ICA states that a visitor on a Short-Term Visit Pass (STVP) is not to take up employment, business, profession or occupation in Singapore while the pass is valid. The exceptions are a valid work pass and a Work Pass Exempt activity with MOM’s approval. A visa is separate, and needed only where the passport is on ICA’s list, as the tourist visa requirements set out. The e-Pass sets the stay, and a visitor can extend the pass when 14 days or less remain.
Which business activities need no work pass?
MOM lists three groups that need no notification: company meetings, corporate retreats and meetings with business partners; study tours or visits, training courses, workshops, seminars and conferences as a participant; and exhibitions as a trade visitor. The activities must not involve a contract of service or for service with an employer in Singapore. MOM requires the visitor to be engaged for the activity before entering, and ICA assesses entry at the checkpoint.
Which activities need MOM notification or a work pass?
As at November 2026, MOM allows certain work without a work pass, with notification: exhibiting; speaking, moderating, facilitating or training at a conference or seminar not mainly about selling; and specialised services for new plant or equipment. The cap is 90 days in a calendar year, and MOM says it will not look at requests to extend the STVP for them. A work pass is needed for on-the-job training, tour guiding, cleaning and catering, and setting up or dismantling exhibition booths. Notify with an online e-notification, after arriving and before starting; starting without it is an offence.
Frequently asked questions about business travel to Singapore
Do I need a work pass for a business trip to Singapore?
Not for every activity, as at November 2026. MOM lets a visitor work for a short time without a work pass, only for certain activities, and the visitor must notify MOM after arriving and before starting. Company meetings and meetings with business partners need no notification. On-the-job training, tour guiding and event services such as cleaning and catering need a work pass.
Can I attend meetings in Singapore on a visit pass?
Yes, as at November 2026. MOM lists company meetings, corporate retreats and meetings with business partners as activities that need no notification, for the length of the Short-Term Visit Pass. They must not involve a contract of service or for service with an employer in Singapore. The visitor is engaged before entering, and ICA assesses entry at the checkpoint like any visitor’s.
How long can I do short-term work in Singapore without a work pass?
Up to 90 days in a calendar year, over any number of visits, as at November 2026. MOM gives three stints of 30 days as an example. The stay on each visit depends on the Short-Term Visit Pass issued at the checkpoint, and MOM says it will not look at requests to extend that pass for the activity. The limit applies to Work Pass Exempt activities.
Do I need to tell MOM about a conference?
Not as a participant, as at November 2026. A speaker, moderator, facilitator or trainer at an event not mainly about selling must notify MOM. A trainer or speaker at a course or workshop either notifies MOM or gets a Miscellaneous Work Pass instead. The e-notification is made online after arriving and before starting the activity. Starting without notifying is an offence.
Do business visitors need a visa?
Only where the passport requires one, as at November 2026. ICA lists the travel documents that need a visa, and the e-Pass issued at the checkpoint sets the period of stay. ICA does not take visa applications at immigration counters. An applicant without a local contact holding a Singpass or Corppass account applies through an authorised visa agent appointed by the Singapore Overseas Missions, or at the nearest Overseas Mission.
